The current building consists of the Palace of Monsalves and the Old Public Library of the province of Seville. The Palace of Monsalves dates back to the 13th century, although its present appearance is largely the result of a refurbishment made by Aníbal González between 1906 and 1909, as ordered by Javier Sánchez-Dalp y Calonge, the Marquis de Aracena. In 1948 it became the headquarters of the Compañía Sevillana de Electricidad. The company joined this building to an annex that could be accessed from the Calle Alfonso XII.
The whole complex was refurbished by the architect Rafael Arévalo. In 1970, the company moved to new headquarters in the Avenida de la Borbolla. The building became the headquarters of the Provincial Delegation of Education and then the Presidency of the Regional Government of Andalusia. In 1996 it then became the headquarters of the Ministry of Institutional Relations of the Regional Government of Andalusia.
